FIRS, NUPRC, NCS share N106.77bn as cost of collection, as FG, States, LGCs get N1.928Trn. revenue for November 2025

Federal, States, Local Govts. share N656.6 bn FAAC allocation for April 2022

The three revenue collecting agencies collected a total of N106.773bn billion as deduction for cost of collection as the three tiers of government shared about N1.928 trillion as statutory allocation from the Federation Account for November 2025.

The revenue agencies include the Federal Inland Revenue Service (FIRS), Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and Nigeria Customs Service (NCS), while the three tiers of government include Federal, 36 States and the Federal Capital Territory (FCT) as well as 774 Local Government Councils.

While the three agencies deducted a total of N84.251bn as cost of collection of other revenues on behalf of the Federal Government, they also deducted about N22.522bn as cost of collection for the value added tax (VAT) remitted to the Federation Account.
Details of the allocations contained in the communique issued from Secretariat of the Federation Account Allocation Committee (FAAC) signed by the Accountant General of the Federation, Ogunjimi, said the total revenue realized during the month was about N2.343Trn.

The total revenues available for distribution included Gross Statutory Revenue of N1.736 Trillion; Value Added Tax (VAT) of N563.042 Billion, and about N43.400 Billion from Electronic Money Transfer Levy (EMTL), while about N330.625 Billion was allocated for Transfers Intervention and Refunds.

The Gross Statutory Revenue of N1.736 trillion received during the month was lower by about N427.969 Billion than the sum of N2.164 Trillion received in the previous month, while the Gross Revenue of N563.042 billion realised from VAT collections for the month was lower by about N156.785 Billion from about N719.827 Billion distributed in the preceeding month.

A breakdown of the revenue distribution for the month showed the Federal Government received N747.159 Billion, the 36 States and the Federal Capital Territory (FCT) N601.731 Billion, the Local Government Councils N445.266 Billion, while the Oil Producing States received N134.355 Billion as Derivation, (13% of Mineral Revenue).

The communique issued at the end of said the meeting chaired by the Minister of State for Finance, Dr. Doris Uzoka-Anite, said the Federal Government received a total of N747.159 billion, State Governments N601.731 billion, Local Government Councils N261.346 billion, while about N134.355 billion was distributed as 13% of mineral revenue to the benefiting States as derivation revenue.

From the N485.838 billion distributable VAT revenue, the Federal Government received N72.876 billion, the State Governments N242.919 billion and the Local Government Councils N170.043 billion.

Also, the sum of N43.400 Billion from Electronic Money Transfer Levy (EMTL) was distributed to the three tiers of government as follows: the Federal Government received N5.947 Billion, States got N19.823 Billion, Local Government Councils received N13.876 Billion, while N1.736 Billion was allocated for Cost of Collection, while the sum of N2.018 Billion was given to Transfers, Refunds and Savings.

In November 2025, Excise Duty increased moderately, while Petroleum Profit Tax (PPT), Hydrocarbon Tax (HT), CIT on Upstream Activities, Companies Income Tax (CIT), CGT and SDT, Oil & Gas Royalties, Import Duty, CET Levies, Value Added Tax (VAT), Electronic Money Transfer Levy (EMTL) and Fees recorded substantial decreases.
