Cost of collection takes N115.3bn as three tiers of govt. share N2.094tr. for October 2025

The three revenue collecting agencies, namely Federal Inland Revenue Service (FIRS), Nigeria Customs Service (NCS) and the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) received a total of N115.278 billion as the three tiers of government shared the sum of N2.094 trillion as revenue allocation from the Federation Account for October 2025.

From the N2.094 trillion revenue allocation, the Federal Government received total of N758.405 billion from the total distributable revenue for the month, the 36 State Governments and the Federal Capital Territory (FCT), Abuja received a total of N689.120 billion and the 774 Local government Councils got N505.803 billion.

The N2.094 trillion total distributable revenue consisted of distributable statutory revenue of N1.376 trillion, distributable Value Added Tax (VAT) revenue of N670.303 billion, Electronic Money Transfer Levy (EMTL) revenue of N47.870 billion.

A communique issued at the end of the Federation Account Allocation Committee (FAAC) meeting for November 2025 held in Abuja revealed that gross revenue of N2.934 trillion was available in the month of October 2025, after a deduction of a total of N115.278 billion as cost of collection by the revenue collecting agencies, while total transfers, interventions, refunds and savings was about N724.603 billion.

The communique showed that a total of N1.376 trillion was realized as distributable statutory revenue, out of which the Federal Government received N650.680 billion, State Governments N330.033 billion and Local Government Councils N254.442 billion, while about N141.359 billion was shared as 13% derivation revenue to the benefiting states.

The meeting presided over by the Accountant General of the Federation,… shared a total of N670.303 billion as distributable Value Added Tax (VAT) revenue, with the Federal Government receiving N100.545 billion, the State Governments N335.152 billion and the Local Government Councils N234.606 billion.

Also, out of a total of N7.180 billion realised as other revenues sources, the Federal Government got N47.870 billion
from the Electronic Money Transfer Levy (EMTL), with the State Governments receiving N23.935 billion and the Local Government Councils N16.755 billion.

In October 2025, the communique said Petroleum Profit Tax (PPT), Hydrocarbon Tax (HT) and CIT on Upstream Activities, Companies Income Tax (CIT), CGT and SDT, Oil & Gas Royalty, Import Duty, Excise Duty and CET Levies increased significantly during the month, while Value Added Tax (VAT), Electronic Money Transfer Levy (EMTL) and Fees recorded decreases.
